As Chamber donated $600 and asked Town for donation. Motion Shrader, second Carda to donate $1000. . Motion carried. Encouraging residents to attend School Board meeting to be held May 8 @ 6:30 p.m. at Tabor school for concerns of recent developments to school.


BUSINESS: No lawyer present. Slowey app 3 signed, as Resolution for Clean Water SRF, Resolution 2023-54, and SRF Resolution 2023-55, for surcharge of $5.60 increase. Resolution 2023-53, Motion Carda, second Shrader to sign and publish. Code Enforcer was in Town reviewing follow-up on past Ordinance violation as visited with lawyer on next steps. 228 N Lidice cleanup, picnic shelter, no update. Motion Carda, second Shrader to sign BH Sheriff contract with increase of $500 ($7000) for yearly fee and $25 hourly for special events fee. Motion carried. Motion Shrader, second Carda to sign Tabor Water reports as published 4/12. Motion carried. Award certificate was given to Sutera(main), as Town also received award. Maintenance stated city wide cleanup went well. 60 dog violation Ordiance were sent to residents to comply with dog leash, licenses, etc. Motion Carda, second Shrader for Resolution for Cimpl Park concession stand as grant app. Was due April 28 and submitted April 17. NEW BUSINESS: Ken Carda signed 3-year term Trustee. FO opened 2023-24 asking for nominations for Chairperson. Motion Carda, second Shrader to keep all officers the same. Motion carried. Motion Shrader second Carda to cease nominations. Motion carried. Motion Shrader, second Carda for Cortrust, main depositor/ Schieffer- Missouri Recycling/G Hovorka to rent Nutrition Center. Motion carried. Motion Carda, second Shrader for Library Board to remain the same. Motion carried. Chairperson contacted Powers-Pot-Pots for Czech Days rental. Motion Shrader, second Carda for Special Event MBL License for Bluebirds baseball season (may-August) and American Legion Czech Days June 16-17. Motion carried. Lidice street will be closed for Firemen Car Show May 6. SDDOT Jack Dokken will do phone conference, May 12 @ 9 a.m. with Chairperson/ BH County M Hauck/ Southern Railroad. Motion Shrader. Second Carda to approve Daktronics scoreboard fee of $465.. Motion carried.


MAINTENACNE: Stated fire hydrant class in Volin/ Core & Main very informative. 25 trees were planted at Cimpl Park with 12-13 varieties. Haden Powers putting up new street signs. Questioned what to do with old signs as residents asking to purchase, as may contact J Carda (FB) on info. Mosquito Sprayer was delivered to Mitchell for inspection/ passed. Roof of Nutrition was patched due to rain. Discussion held on signs at Cimpl Park in need of repair. Restrooms at Takota/ Cimpl Park opened. Will be gone May 19-23.


FINANCIAL: Building permit to Laverne Schieffer/concrete driveway, The Keg/ privacy fence. Water Application: Carmen Pacheco/ W Chicago. 15 late water notices sent with 5/ 2nd notices sent due 5/8 or D/C. Motion Shrader, second Carda to apply for Mosquito Grant for the amount of $2300. Motion carried. Requested permission to attend budget class June 28, granted.
Trustee was contacted on children driving golf carts/ 4 wheelers in town. Law stated to be 14 with adult and valid drivers permit. Trustee to contact family. Ordiance posted for Residents to mow/ spray nuisance vegetation.

NOTICE is hereby given that the Board of Trustees of the Town of Tabor has scheduled a public hearing for the 5th day of June. 2023 @ 6:30 p.m. at Community Center, for the request of Special Event malt beverage license for Bluebirds (baseball season June- August 2023) season, American Legion, June 16-17, 2023 Czech Days.
Any person interested in the approval or rejection of such application may appear and be heard at the said time and place.

Meeting Minutes – May 3, 2023

Chairperson Laverne Schiefer called the Tabor Board of Trustees meeting to order on May 3, 2023, at the Community Center. Present at the meeting were Ken Carda, Susan Shrader, Ev Kloucek (Finance Officer), Rich Sutera (main.), and Mark Povondra. Absent were Linda Bares, Brian Neumayer, Kent Lehr (lawyer).

The meeting commenced with the recitation of the Pledge of Allegiance.

Agenda Approval:

  • Shrader motioned, and Carda seconded the approval of the posted agenda. Motion carried.

Financial Report Approval:

  • Carda motioned, and Shrader seconded the approval of the financial report as presented. Motion carried.

Minutes Approval:

  • Carda motioned, and Shrader seconded the approval of last month’s and special meeting minutes as published. Motion carried.

Bill Payment Approval:

  • Shrader motioned, and Carda seconded the approval of bill payments as presented. Motion carried.

Financial Summary:

  • General: $54,121.56

General Expenses:

  • Various general expenses were reported, including utility fees, salaries, publishing costs, and more, totaling $19,962.84.

Water Expenses:

  • Water-related expenses, such as gallons used, repair costs, and utility billing fees, amounted to $17,407.55.

Sewer Expenses:

  • Sewer-related expenses, including SRF fees, totaled $22,321.08.

Delegation:

  • Mark Povondra requested permission to use the Sherri Povondra Center key for a Chamber/Czech Days meeting, which was granted.
  • The Tabor Development committee received a bill for four new benches and four trash cans. The Chamber donated $600 and asked the Town for a donation. Shrader motioned, and Carda seconded to donate $1,000. Motion carried.
  • Residents were encouraged to attend the School Board meeting on May 8 at 6:30 p.m. at Tabor school to discuss recent developments in the school.

Business:

  • No lawyer was present.
  • Three Slowey applications were signed, along with resolutions related to Clean Water SRF and a surcharge increase. Resolution 2023-53 was approved with a motion from Carda and a second from Shrader.
  • The Code Enforcer visited the Town to review past Ordinance violations and discuss next steps.
  • There was no update on the cleanup of 228 N Lidice and the picnic shelter.
  • Carda motioned, and Shrader seconded to sign the BH Sheriff contract, which included an annual fee increase of $500 (totaling $7,000) and a $25 hourly rate for special events. Motion carried.
  • Carda motioned, and Shrader seconded to sign Tabor Water reports as published on April 12. Motion carried.
  • An award certificate was given to Sutera (main), and the Town received an award.
  • The maintenance team reported that the city-wide cleanup went well, and 60 dog violation ordinances were sent to residents to ensure compliance with dog leash and licensing regulations.
  • Carda motioned, and Shrader seconded a resolution for the Cimpl Park concession stand as a grant application. The grant was due on April 28 and was submitted on April 17. Motion carried.
  • Shrader motioned, and Carda seconded to adjourn. Motion carried.

New Business:

  • Ken Carda signed a 3-year term as Trustee. The FO opened nominations for Chairperson for 2023-24, and a motion from Carda and second from Shrader to keep all officers the same was carried. Nominations were ceased, and a motion to approve Cortrust as the main depositor and Schieffer-Missouri Recycling/G. Hovorka to rent the Nutrition Center was carried. The Library Board remained the same.
  • Chairperson contacted Powers-Pot-Pots for Czech Days rental, and a motion to approve a Special Event MBL License for Bluebirds baseball season (May-August 2023) and American Legion Czech Days on June 16-17 was carried. Lidice street was to be closed for the Firemen Car Show on May 6. A phone conference with SDDOT Jack Dokken was scheduled for May 12 at 9 a.m. with Chairperson, M. Hauck (BH County), and Southern Railroad. Carda motioned, and Shrader seconded to approve a Daktronics scoreboard fee of $465. Motion carried.

Maintenance:

  • The maintenance team reported attending a fire hydrant class in Volin and planting 25 trees at Cimpl Park. New street signs were being installed, and discussions were held regarding repairing signs at Cimpl Park. Restrooms at Takota and Cimpl Park were opened, and they would be closed from May 19-23.

Financial:

  • A building permit was issued to Laverne Schieffer for a concrete driveway, and one water application was received from Carmen Pacheco for W. Chicago. Fifteen late water notices were sent, with five requiring a second notice by May 8 or disconnection. Shrader motioned, and Carda seconded to apply for a Mosquito Grant for $2,300. The request to attend a budget class on June 28 was granted.
  • Concerns were raised about children driving golf carts and four-wheelers in town. The law stipulated that individuals must be 14 years old with an adult and a valid driver’s permit. Trustees were to contact the family responsible. An ordinance was posted for residents to mow and spray nuisance vegetation.

  • Shrader motioned, and Carda seconded to adjourn at 8:16 p.m. Motion carried.

The next Town Board Meeting was scheduled for June 5 at 6:30 p.m.
